How Did This Happen?

The American Association of State Highway and Transportation Officials (AASHTO) is the organization responsible for the guardrail design and crash test requirements that are currently in place. These crash tests are performed at 10 certified facilities across the country, including the Texas A&M Transportation Institute (TTI).

The designs for this guardrail—in which the W-beam guardrail was designed to turn into “ribbon” as the car moved down the guardrail line—were thoroughly tested and subsequently approved nationwide. The terminal was supposed to stay strong and absorb the impact of a vehicle traveling at speeds of over 60 miles per hour with minimal injuries to the driver. The Federal Highway Administration (FHWA) provided initial approval in 2000.

Then in 2005, the company supposedly redesigned the guardrail. This time, sufficient testing was not performed. Federal and state traffic authorities were not given notice of the changes. The changes saved Trinity Industries money—reducing a component of the guardrail from five inches to four inches—but seriously impaired driver safety.
